Can I use the same user ID for FedEx that I use for USPS?

With the USPS user Id, we assume that you are talking about the user ID that you have used in USPS plugin settings.
USPS user ID and FedEx user ID are different because they are different shipping carriers.
USPS user Id is provided by USPS. Hence it cannot be used for FedEx.
