We have a fairly complex rate structure whereby it is sometimes cheaper for one courier to deliver certain weights to one location in one country, but cheaper for another to deliver if weight is different. This can apply within a single country, or different countries. We have a full breakdocs/Online Postage Rates 2016.pdf or I can send a spreadsheet. Can this system cope with all of these different bands? Thanks

Absolutely yes. All the rates provided in the sheet can be configured using Shipping Pro plugin.
