I would like to create a flat $5 discount with minimum $40 purchase of products in a category regardless of the number of products bought in the same category.

Yes you can set that rule based on price inside the category rule, set the minimum of 40 and set the discount flat 5$ discount.

I would like to have a max flat discount regardless of the number of products in the category.
Currently, I can only set the max discount if the discount is based on percentage or fixed price. I cannot set the max discount for flat discount.

Scenario
Assume there are 6 types of soaps inside the soap bar category – let’s call them Soap1, Soap2, Soap3, Soap4, Soap5, and Soap6 (all priced at $10). I want tomers purchasing more than $40 of the soaps.
If the customer buys 2 Soap1 and 5 Soap2 and 6 Soap3. The cost should be $130 and $5 discount.
Currently, the system would show total cost of $130 and $10 discount.

The flat discount will not have the max discount option since the discount is a constant value no matter how many items are purchased.
Regarding the system showing total cost of $130 and $10 discount.
You need to a parent category say “soap” and create a rule for that parent category instead of the sub categories.Let me know if you have any issues.
