CSV import is not putting in tracking numbers

      I am just trying to get this setup and tested. Here is the import file contents:
      ID,Carrier,TrackingNumber,ShippingDate
      3062,FedEx,1234567890,12/10/2015 5:31
      3059,FedEx,9876543210,11/30/2015 5:31
      3059,FedEx,1234567890,11/30/2015 5:31
      3059,FedEx,5465548798,11/30/2015 5:31

      and here is the result:

      Import Shipment Tracking
      Order #3059 updated successfully.
      Order #3059 updated successfully.
      Order #3059 updated successfully.
      Import complete – imported 3 Shipment Tracking and skipped 1.
      All done!

      I checked order #3059 and there are no tracking numbers and why did it skip 3062 ??
