Hi,
When I try to import a csv I get the error “Cannot insert user without email”
The formatof the csv is: ID,”user_login”,”user_pass”,”user_nicename”,”user_email”,”user_url”,”user_registered”,”display_name”,”first_name”,”last_name”,”user_status”,”roles”Wordpress 4.9.5 / Woocommerce 3.3.5 / PHP 7.0

User email is mandato WordPress. Kindly ensure the email address is filled in the user_email column in the importing CSV.

It’s a clean install with only one user (admin)
When I import a .csv like above, I get the error.

I have the same issue. Email is there and maps – and autodicsovers and shows the first line in the csv. Can you please post here any solution required / found for the OP.

The issue could be related to CSV columns not mapping correctly. Could you please share us a screenshot of your mapping screen.
