What does status “Y” mean for POfferedCustAgreement in API response of your ELEX WooCommerce DHL plugin?

What does status Y for POfferedCustAgreement mean exactly? At the moment, I’m still not able to get the DHL plugin working.
Please see Debug for your WooCommerce DHL plugin, using our company credentials provided by DHL below, as you can see the status of POfferedCustAgreement is still Y. Please explain so I can ask the DHL techs accordingly to fix the problem.

We checked the DHL Express API response provided by you.
API return two services; Express Domestic, and Express Easy.
Now, if you check the following code:
<POfferedCustAgreement>Y</POfferedCustAgreement>
As per your agreement with DHL Express, you are not eligible to use these services. Hence, we will suggest you contact DHL EXPRESS.
