When I import new attribute items, it fails.
For example, I have a attribute called “Filter Size”. When I import a product with a new filter size not in my site already. it fails.
Weight and price seem to import fine.

You mean, You have assigned a new attribute value to “Filter size” for some product manually and exported that product correct?
